The UN mission has been taken over by European Union.
As far as I have heard the EU bought these cars from UN so they are still running in Kosovo.
I am quit sure they have MUCH more than 160.000 km, though the condition is still ok.Here is the link to UN in Kosovo...

Npr če je en njegovih kolegov začasno prijavljen tam dol, živi pa tukaj -ker ima prodajalec eno vezo v grosupljem zarad transporta vozil-, bi ga ta "grosupeljčan" lahko kao kupil in pisal nase na kosovem, ga tu po pol leta carinil in homologiral.
In po opravljenih postopkih prodal npr enemu naključnemu meni..
Mene kot solđerja ne vem kako bi gledali v OVSovci, če bi se prijavljal tam doli.

The 4-runners was a donation from Japan to UN in Kosovo in '99, where there came a huge number. I dont know how many.
When UN started to down seize here, a lot of them were repainted, and sold to private car dealers. As you probably know, many of them where painted red and white, coca-cola's, being used for patrols. Driven by a lot on indias, pakistani, africanis etc. And these cars probably have the most milage on the meter. So these cars are to avoid. But I think all of them were painted white, so you have to look good after the red color below, and avoid it.
The cars that was white all the time, were mostly driven by adm. staff, and not so much on dirt-roads etc.
When I was here in 2005, I also "fall in love" with "my" car, and wanted to buy one. I think they were sold for like 2000 euro - but don't hang me on that. But, it was not possible for individuals to buy them, (even not inside the system), instead they were sold in a package to car dealers in Kosovo, who then repaired them, and sold them of.
So today there are a lot of these old UN-vehicles driving around, privately owned, or owned by municipality or some other official organisation. And the a still running good, even if they are all 10 years old.
Average milage could be between 140-160.000 km. Or anything between 100 - 200.000 km. The coca-colas probably more. Mine has gone 120.000, and is still in a very good condition. Also taken in consideration, it has been driven by many diff. people, (some of them should never have had a drivers license), and all the time on very bad roads. But I think UN took good care about the vehicles, and did good maintance on them.
I think you are right, that it might be difficult to get them registered in EU, as they probably don't comply with all the "strange" rules we get in EU. No KAT-filters and probably some other things. Also, if it has no homologation attest in Europe, it might be difficult to get number plates on in an EU-contry.
But if it is possible for you to get one from Germany, which is allowed to use in Germany, AND you can use it in Slovenia, that would probably be your best way to get one. I don't think that the price at 6.500 euro is so unrealistic, if it is in a good shape.
I don't think you will find it much cheaper here.
If you want, I can try and find out, what the prices would be here, from a privat car dealer. It might be a bit cheaper for you to go to Kosovo yourself to buy it, on the other hand, if a german car dealer have done all the paper work for you, and it is "accepted" in EU, that might be the easiest way to get it, instead of having a lot of hazzel yourself.
About the state of these vehicles. There might be a few scarthes and bumps on them, but they just drive and drive and drive. It is a very strong car, every thing is working very good on it, and every one enjoys driving them. People prefer these 10 yrs old ones instead of the brand new Nissan patrols. (only thing missing is a robot for the wiper) All of them have air condition. Manual windows.
